Implementing the National ICT Policy for Higher Education

Apr 9, 2005 - Based on the overview of the Global, Regional and Yemen HE sector and the review of the trends in use of the ICT status presented in earlier chapters of this policy document, there are a number of challenges to be addressed by the Government of Yemen. These are presented in the next sections in the form of 11 principal challenges.
Status (of ICT in) Higher Education of Yemen
Apr 9, 2005 - While overall expenditures on education in Yemen (7.7 percent of GDP) are high compared with countries in the region, the rapid growth of HE risks jeopardizing basic education for all, creating the spectre of a significant proportion of the education budget being allocated to this sub-sector. This tendency is apparent - between 1991 and 1998, the share of total expenditure for HE increased from 10 to 19 percent of the education budget. The balanced growth of the sector as a whole will depend on reining in the growth of HE while simultaneously improving the efficiency of its expenditures and the quality and relevance of its programs. Achieving these goals will require the forging of a financially sustainable HE strategy, relevant to national development goals, which enjoys broad public support.
Global and Regional Trends in Higher Education
Apr 9, 2005 - As any other country in the world, Yemen cannot and will not close its eyes for global trends in higher education. Not paying adequate attention will have the high risk of missing opportunities offered by evolving pedagogical concepts, by new technology and by new content for education becoming available. It will help Yemen to align HE to globally accepted quality standards for education and by identifying and making use of the resources which are not or hardly available in the country as of yet. In brief, important global and regional trends affecting higher education in relation with ICT are listed in this chapter. The list excludes trends which are important for higher education but do not have any relation with the application of ICT for education of ICT related matters.
National ICT Policy
Apr 7, 2005 - This document presents the National ICT Policy for Higher Education in Yemen and the input was gathered during a Future Search Conference in Aden from April 18th to April 22nd 2004: “The Future of ICT in Yemeni Higher Education”. Stakeholders from various disciplines of the Yemeni universities, high-level representatives of the MoHESR and representatives from the private ICT sector went through a joint process in building awareness and vision for a national policy regarding ICT in HE.
